This Law, consisting of 13 articles, creates the Hydrographic Basin Committees, as collegiate consultative and deliberative bodies, linked to the State Council of Water Resources (CONERH), with area of action in the respective river basin. It establishes composition, duties and responsibilities of the above River Basin Committees, entitled to: promote the participation of representatives of the Public Power, users of water resources and civil society, in an integrated way; monitor the drafting and approve the respective Hydrographic Basin Plan; monitor the implementation of the River Basin Plan, suggesting the necessary measures to achieve its goals; arbitrate conflicts related to the use of water; propose to CONERH: creation of Hydrographic Basin Agencies; values and mechanisms for charging for the use of water resources; Annual Plan for the Application of resources collected for the use of water resources; priorities for granting, under normal conditions of water and in cases of scarcity; classification of water bodies, according to the prevailing uses.
