These Codes for Practice, consisting of 16 Articles, are enacted for the purpose of improving the law enforcement level of forestry plant quarantine, protecting the safety of forest resources and ecology and safeguarding the legitimate rights and interests of the people. Forestry plant quarantine personnel refer to full-time and part-time personnel who obtain valid certificates according to law. Where a full-time quarantine officer engages in forestry administrative law enforcement activities in accordance with the law, she or he shall obtain the "Forestry Administrative Law Enforcement Certificate" according to law. Full-time quarantine officers shall strictly implement the Provisions on Procedures for Administrative Forestry Punishment formulated by the State Forestry Administration when investigating and dealing with illegal forestry cases.
