These Measures, consisting of 18 Articles, are enacted to strengthen the fund management of large and medium-sized reservoir resettlement late stage support funding projects. The project funds shall be managed by the Ministry of Finance, together with the Development and Reform Commission and the Ministry of Water Resources. The competent financial authorities and the competent immigration management authorities at all levels should strengthen the performance management of project funds, establish and improve the whole process budget performance management mechanism, and improve the use of financial funds. The expenditure scope of project funds includes those to support the infrastructure construction and economic and social development of the reservoir area and the resettlement area, containing: 1. Construction of basic farm land and relevant water conservancy facilities; 2. Infrastructure construction; 3. Ecological construction and environmental protection; 4. Vocational education for migrants; 5. Production and development projects that migrants can directly benefit from; etc.
