These Provisions are enacted to regulate the safety licensing activities of nuclear facilities such as civil nuclear power plants, research reactors, and nuclear fuel cycle facilities. The Provisions consist of 5 Chapters: General Provisions; Application and Acceptance; Examination and Decision; change and Continuation; Supplementary Provisions. These Provisions shall be applicable to the licensing procedures for the selection of location, construction, operation and decommissioning of civil nuclear power plants, research reactors and nuclear fuel cycle facilities within the territory of the people's Republic of China and other sea areas under its jurisdiction. These Provisions shall also apply to the examination and approval of nuclear facility transfer, change of operation unit and relocation. The term of validity of the operation license of nuclear facilities shall be determined according to the actual status and safety assessment of nuclear facilities, but not more than 20 years each time.
