These Measures, consisting of 21 articles, are enacted to strengthen the construction of farmland shelterbelt system, give full play to the protective role of farmland shelterbelts, improve the economic benefits of farmland shelterbelt cultivation and business operation, and promote the development of rural economy. If a forest management plan has been worked out for a farmland shelterbelt, the forest business operation unit or individual shall arrange for logging and rational utilization in accordance with the forest management plan. If no forest management plan has been worked out, the competent forestry authority at the county level shall, according to the resource situation of farmland shelterbelt and in combination with the construction of farmland shelterbelt system, reasonably allocate logging quotas. The competent forestry authority at county level shall examine and issue the logging license for farmland shelterbelts.
