Federal target program "Development of water management of the Russian Federation complex in 2012-2020" is a nationwide multisectoral policy document, which is aimed at ensuring water supply for sustainable socio-economic development of the Russian Federation; preservation and restoration of waterbodies to a state that provides environmentally friendly living conditions for the population; and ensuring the protection of the population and economic facilities from floods and other negative effects of water. The objectives of the Program shall be set forth as follows: (a) elimination of local water shortages in water-deficient regions of the Russian Federation; (b) improving the rational use of water resources; (c) reduction of negative anthropogenic impact on waterbodies; (d) restoration and environmental rehabilitation of waterbodies; (e) improving the operational reliability of hydraulic structures (waterworks), including ownerless ones, by bringing them to a safe technical condition; (f) ensuring the security of the population and economic facilities from the negative impact of water by engineering protection facilities; (g) development and modernization of the system of state monitoring of waterbodies; and (h) education and public awareness related to the use and protection of waterbodies. Expected results: (a) guaranteed water supply, including potable water supply, for the current and future needs of the population and economic facilities of the Russian Federation; (b) creation of conditions to ensure favorable environmental conditions for the life of the population, development of services in the field of water tourism and recreation; (c) increased environmental investment activity in industry and housing public utilities; (d) reduction of production water intensity and reduction of unproductive losses of water resources, increasing the energy efficiency of the Russian economy (saving costs for electricity consumed to deliver water resources to the final consumer - up to 15-20 billion rubles per year); (e) increased protection of the population and economic facilities from floods and other negative impacts of water (probable prevented damage from the negative impact of water - 960 billion rubles); and raising the level of education and public awareness on the use and protection of waterbodies.
