These Measures are enacted to strengthen the protection and management of forest germplasm resources. The competent forestry authorities of the people's governments at or above the county level shall actively organize and carry out scientific research on forest germplasm resources, train special technical personnel for forest germplasm resources, and improve the level of protection and management of forest germplasm resources. The State Forestry Administration and the provincial competent forestry authorities shall organize a general survey of forest germplasm resources and establish and improve the archives of forest germplasm resources. The national forest germplasm resources survey plan shall be formulated by the State Forestry Administration. It is forbidden to collect or cut the natural tree germplasm resources under special state protection. If it is necessary to collect or cut due to special circumstances such as scientific research, breeding of improved varieties, cultural exchange, renewal of germplasm resources, the approval documents for collection or cutting shall be obtained.
