The Special Waste Management Plan was approved in 2012; from Title 1 to 9 the Document offers a background of the legal and operational waste management situation and of the waste flows across the Region. Under Title 10 the objectives of the Plan: 1) Reduce waste production and waste hazard; 2) Maximise the recovery and reintroduction of waste into the market cycle, favouring in particular the energy recovery and minimising landfill disposal; 3) Promote the reuse of waste for commercialisation purposes; 4) optimise waste collection, transport, recycling, recovery and disposal; 5) favour the creation of a territorial plant system that allows to comply with the proximity principle; 6) ensure that waste disposed is reduced and safe for disposal; 7) pursue integration with sustainable development policies to reduce emissions and climate change impact; 8) promote the green economy; 9) ensure maximum level of protection of health, environment, natural and landscape values and resources. Title 13 concerns the management of certain types of special waste, such as urban sewage where the recovery and reuse for agricultural purposes is favoured in comparison to disposal; and waste from agricultural activities where the Plan encourages the recovery, recycling and separate collection, recommends to streamline the bureaucratic procedures for producers and to increase the effectiveness of controls by the competent authorities). Title 14 presents the port waste management plan and Title 15 criteria to identify suitable sites for special waste landfills. Title 16 lays down strategies of action for the achievement of Plan’s objectives; among many, the Plan to reduce hazard and waste production encourages incentives and funding for research, innovation and training to explore advanced business tools and new technologies, to achieve agricultural waste management objectives the Plan recommends capacity building initiatives and collaboration with sector groups. To achieve objective 7, integration with sustainable development, the Plan promotes the adoption of Environmental Management Systems by businesses.
