This Act is enacted in accordance with Article 71(1) of the Basic Law of the Macao Special Administrative Region. Economic activity operators engaged in the import, export, transshipment, trading or transportation of rough diamonds in the Macao Special Administrative Region must hold an operating license. It is prohibited to import rough diamonds from non-participating countries or regions, or export rough diamonds to such non-participating countries or regions. The designated competent authority may conduct inspections and inspections that it deems necessary to ensure the application and compliance of this Act.
