Vision 2030

The new dispensation in the later part of 2017 marked the dawn of a new era for Zimbabweans, marking the need for this Vision. This Policy entrenches certain values as intrinsic to Vision 2030. Some of these values include constitutionalism, democracy, decentralisation and devolution, human rights, property rights, rule of law, freedom of expression and association, responsiveness of public institutions, unity in diversity, participatory decision making, social contract and responsible citizenry. The Policy also aims to foster inclusive economic growth and address poverty resolutely, thereby transforming Zimbabwe into an industrialising, knowledge based upper middle-income country that provides a high quality of life to all its citizens by 2030. Essentially, the Vision is geared towards a prosperous and empowered upper middle income society by 2030, with job opportunities and a high quality of life for its citizens. The Vision will be realised through the implementation of the Transitional Stabilisation Programme (2018-2020), and successive Five-Year Medium-Term Development Strategies (2021-2025) and (2026-2030),centring on provision of key public infrastructure and services delivery. The target of the Policy is to fundamentally transform Zimbabwe to an upper middle income economy, with a per capita Gross National Income of over US$5000 in real terms by 2030, from the current US$1 440. Other targets include; to raise formal employment by 80%; to progressively reduce the poverty rate; to increase the number of households accessing electricity from 52.2% in 2017 to over 72% by 2030 and increase electricity in rural households from 27.7% to 60% in the same timeline; to ensure that all households have access to improved sources of water; and to improve in the areas of awareness, knowledge adoption, food security, affordable and accessible education and health services, infrastructure development and economic empowerment. The Policy adopts a pillar approach in order to enhance coordination and implementation of programmes and projects, central to the realization of targeted results that address the country's socio-economic challenges; the pillars include governance, macro-economic stability and financial re-engagement, inclusive growth, infrastructure and utilities, and social development.
