These Provisions are formulated to strengthen the supervision and management of water conservancy project construction, standardize the practice of registered supervision engineers (water conservancy projects), ensure the project quality, safety, progress and investment benefits, and maintain the public interest and water conservancy construction market order. The Provisions consist of 38 Articles divided into 6 Chapters: General provisions; Registration; Practicing; Continuing Education; Supervision and administration; Supplementary provisions. The Ministry of Water Resources shall carry out the registration of water conservancy supervision engineers and supervises and manages the professional activities of water conservancy supervision engineers throughout the country. The competent water authorities of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall supervise and administer the professional activities of water conservancy supervision engineers within their respective administrative areas.
