This Forestry Plan outlines the activities of the forest sector for the period 2021-2025 and is the tool that allows planning and regulating forest and mountain activities, in order to pursue environmental protection through the preservation and improvement of existing forests, pre-forestry environments (heavily degraded woods, thickets, shrubs), the expansion of the current wooded area, the sustainable management and use of woods and mountain pastures, the economic valorisation of products, the implementation of social protection measures. Forest management is a complex and articulated activity, which derives from the knowledge of the interrelationships between socio-economic, climatic, orographic, geological factors and from the application on the territory of specific choices in terms of tree species and arboriculture techniques. In addition to the territory, the Plan describes the forest resources, the technical and financial instruments available, the areas subject to intervention and the reasons for the choices. The Forestry Plan is structured as follows: 1) International, European, National Regulatory Framework, including: Convention on Biological Diversity (CBD), Strategic Plan for Biodiversity 2011-2020, United Nation Convention to Combat Desertification (UNCCD). 2) Analysis of the territorial context, including: air quality, bioclimatic indices, areas prone to erosion, areas vulnerable to desertification, definition of priority areas for intervention. 3) Analysis of the forestry context, including: forest inventory of the Sicilian Region and soil characteristics and types, description of various forest species and trees, reforestation, forest arboriculture, protected areas, biotic environment and assessment of Sicilian forestry biodiversity, forest and pre-forest landscape, forest products utilisation, fuelwood and biomass, forest enterprises, tourist and recreational activities. 4) Collection of forest propagation material. 5) Biotic and abiotic adversity, including phytosanitary status, grazing damage and forest fires. 6) SWOT (Strengths, Weaknesses, Opportunities, and Threat) analysis and identification of special needs. 7) Strategies, objectives and goals. 8) Forest planning and guidelines. 9) Forest certifications. 10) Cognitive, strategic, afforestation and management actions. 11) Financial measures and special funds. 12) Monitoring plan. The strategy of the Plan combines sustainable management, biodiversity conservation and maintenance of current levels of wood production, through the objectives: maintenance and appropriate development of forest resources, forest ecosystem and their contribution to the global cycle of carbon; maintenance and promotion of wood and non-wood productive functions of forest; maintenance and adequate development of protective functions in forest management; maintenance of socio-economic functions and conditions; fight against climate change effects and environmental pollution. The Forestry Plan promotes the following actions and interventions: improvement of the level of knowledge, protection and management of the regional forestry sector; prevention and fight against forest fires and plant diseases; management of forest resources in protected areas; expansion of forest area; management of existing reforestation; assessment and mitigation of desertification risk; increase in the production of combustible biomass; conservation and management of public and private forests; management of pastures and valorisation of livestock production; wildlife management and protection; hydraulic-forestry arrangements; certification of forest products; development of environmental and naturalistic tourism activities; development of human potential and workplace safety in the forestry sector.
