This Governmental Decree establishes from the date of its entry into force until August 31, 2023 inclusive temporary export ban on oil seed rape seeds from the Russian Federation. The aforesaid ban shall not be applicable to: (a) oil seed rape seeds exported from the territory of the Russian Federation to the member states of the Eurasian Economic Union; (b) oil seed rape seeds exported from the territory of the Russian Federation to provide humanitarian aid to foreign states in accordance with the decisions of the Government of the Russian Federation; (c) oil seed rape seeds exported from the territory of the Russian Federation within the framework of international intergovernmental agreements; (d) oil seed rape seeds exported from the territory of the Russian Federation in the framework of international transit traffic starting and ending outside the territory of the Russian Federation, as well as oil seed rape seeds moved between parts of the territory the Russian Federation through the territories of foreign states; (e) oil seed rape seeds exported from the territory of the Russian Federation as supplies; (f) oil seed rape seeds exported from the territory of the Russian Federation by natural persons for personal use; and (g) oil seed rape seeds exported from the territory of the Russian Federation on the basis of one-time export licenses issued by the Ministry of Industry and Trade of the Russian Federation.
