This Five-year Action Plan for Improvement of Rural Human Settlement Environment (2021-2025) is a sectoral policy document at the national level. The Objectives of the Plan include: By 2025, the living environment in rural areas will significantly improve, and new progress will be made in the construction of ecologically livable and beautiful rural areas; The popularization rate of rural sanitary toilets will be steadily increased, and toilet feces will be effectively treated; The treatment rate of rural domestic sewage will be constantly increasing, and disorderly dumping and discharge will be under control. To achieve the objectives, the Plan identifies a set of actions. The first is to solidly promote the revolution of rural toilets: Gradually popularize rural sanitary toilets, focus on promoting the transformation of rural household toilets in central and western regions, reasonably plan and layout rural public toilets, and strengthen the harmless treatment and resource utilization of toilet waste. The second is to accelerate the treatment of rural domestic sewage: promote treatment by zones and categories, focus on the treatment of rural domestic sewage in densely populated areas such as water source protection areas and desakota, central villages, and tourist attractions, and carry out treatment of rural black and odorous water bodies. The third is to comprehensively improve the level of rural household waste treatment: improve the collection, transportation and disposal system of rural domestic waste, and build a number of regional rural organic waste comprehensive disposal and utilization facilities in towns or administrative villages. The fourth is to improve the appearance of the village as a whole: in-depth implement rural greening and beautification actions, strengthen the guidance of rural style and appearance, and promote the complementarity between village form, natural environment and traditional culture. The fifth is to establish a long-term management and protection mechanism: Continuously carry out village cleaning actions, and establish a long-term mechanism for managing and protecting the environment in villages with systems, standards, teams, funds, and supervision.
