Comprehensive African Agriculture Development Programme (CAADP) Results Framework 2015-2025.

The Comprehensive African Agriculture Development Programme (CAADP) Results Framework is a collaborative document aimed at catalyzing, monitoring, and evaluating efforts in African agriculture development. It fosters alignment, harmonization, and transparency to maximize the impact of investments and initiatives in the sector. By focusing on results and through collective action, the framework seeks to expedite agricultural growth and transformation in Africa by 2025. Specifically, it (i) establishes a set of goals and outcomes to guide the transformation of the agriculture sector for Africa and its partners; (ii) provides the necessary political and technical momentum to encourage policy alignment and coordination of interventions aimed at advancing the agricultural transformation agenda; (iii) defines targets to be accomplished within a decade and specifies the associated indicators. Consequently, the Framework serves as a foundation for developing evidence-based policies and programs, implementing them, reporting progress, ensuring accountability, and facilitating learning. At the Twenty-Third ordinary session of the African Union Assembly in Malabo, Equatorial Guinea, a reaffirmation of CAADP principles and goals occurred, alongside the definition of targets and objectives known as the Accelerated Agricultural Growth and Transformation Goals 2025. This declaration outlines seven commitments aimed at fostering agricultural growth and transformation. The CAADP Results Framework outlines three levels of results aimed at consolidating and enhancing CAADP implementation: Level 1: Focuses on impact-level results related to agriculture's contribution to socio-economic transformation in Africa, including wealth creation, food security, economic opportunities, poverty eradication, and sustainability. Improved agricultural performance is expected to contribute to achieving these goals; Level 2: Describes desired agricultural performance outcomes in terms of production, productivity, competitiveness, and regional integration. It identifies priority intermediate-level results necessary for the agriculture sector to contribute optimally to Level 1 results; Level 3: Addresses the HOW of accelerating agricultural growth and broadening its impact, emphasizing the policy, institutional, and capacity outcomes required to trigger changes in Level 2. It defines priority areas for CAADP implementation support at national, regional, and continental levels. These levels collectively form a Pan-African framework for transformative change, policy reforms, and institutional development. Specific, common, and measurable indicators facilitate the rationalization, assessment, and monitoring of agricultural policy alignment and program performance in an evidence-based and transparent manner.
