This Decree creates the National Programme to Strengthen Cooperatives, Associations and Solidarity Enterprises in Family Farming (Programa Coopera Mais Brasil). The purpose of the Programme is to support the production and marketing of family farming products. The beneficiaries of the Programme are family farmers, rural family entrepreneurs and other publics that fall under the provisions of Law No. 11.326 of 24 July 2006. The objectives the Programme are: encourage the collective organization of family farmers; qualify, structure and modernize management and governance of production organizations; encourage family farming rational access to credit and solidarity finance as well as support family farming cooperatives and associations in accessing public procurement programmes, private and international markets; strengthen the participation of cooperatives, associations and enterprises of indigenous and traditional peoples and communities, women and youth in public procurement programmes; support the agro-industrialization of family farming production organisations; encourage the participation of women and young people in family farming cooperatives, associations and joint ventures; promoting actions to strengthen cooperatives, associations and solidarity-based family farming ventures linked to fishing and aquaculture; promoting practices related to conscious consumption and fair trade; promote actions that bring consumers and producers closer together; promoting the payments for environmental services; encourage access to markets for socio-biodiversity products and services; and strengthen family farming cooperatives into national and local productive and organizational networks and arrangements.
