For the purposes of establishing a new mechanism for the comprehensive transformation from dual control of energy consumption to dual control of carbon emissions, accelerating the construction of a dual control system for total carbon emissions and intensity (dual control of carbon emissions), actively and steadily promoting achieving carbon dioxide peaking and carbon neutrality, and accelerating the green transformation of development modes, this Work Plan is developed. The Work Plan proposes to incorporate carbon emission indicators into the national economic and social development plan, and establish and improve local carbon assessment, industry carbon control, enterprise carbon management, project carbon evaluation, product carbon footprint and other policy systems and management mechanisms. The key tasks include: to improve the planning system related to carbon emissions, reasonably determining carbon emission targets for the five-year planning period and refine relevant action plans; to improve the regulations and systems related to carbon emissions control; to establish a local carbon emission target evaluation and assessment system and promote the establishment of a carbon emission budget management system at the provincial and municipal levels; to explore carbon emission warning and control mechanisms in key industry sectors; to improve the management system for energy conservation and carbon reduction in enterprises through establishing a sound management system for key energy consuming and carbon emitting units, and leveraging market mechanisms such as national carbon emission trading, voluntary greenhouse gas emission reduction trading, and green certificate trading to regulate emissions; to carry out carbon emission assessment of fixed assets investment projects, conduct a comprehensive assessment of the project energy use and carbon emissions and develop technical specifications for greenhouse gas emission environmental impact assessment of key industry construction projects; to accelerate the establishment of a product carbon footprint management system, including product carbon footprint accounting rules and standards, the construction of carbon footprint background databases, and a product carbon labeling and certification system.
