This Law establishes the Development Programme for the Hydrogen with Low-Carbon Emissions (PHBC). The objectives of the PHBC are to: develop low carbon emission hydrogen and renewable hydrogen; support actions in favor of the energy transition; establish objective targets for the development of the domestic low-carbon hydrogen market; apply incentives for decarbonization with the use of low-carbon hydrogen in industrial sectors that are difficult to decarbonize, such as fertilizers, steel, cement, chemicals and petrochemicals; and promote the use of low-carbon hydrogen in heavy transport.
