This Decree creates the Black Routes Programme with the aim of boosting Afro-tourism in the country, promoting the sustainable development of black communities and enhancing Afro-Brazilian culture. The objectives of the Programme are: encourage the Afro-tourism, with an emphasis on landmarks and monuments that represent black ancestry and culture; promote tourist routes that value Afro-Brazilian ancestry, in urban and rural spaces that keep black culture alive; promote the generation of opportunities for inclusion and socio-economic protagonism for black populations, prioritizing the creative, circular and sustainable economy; strengthen Afro-Brazilian tourist destinations; value and publicize the role of the black population in building the country's cultural heritage; encourage sustainable development for income generation and the productive inclusion of Afro-Brazilian communities; encourage innovation in tourism products and services inspired by Afro-Brazilian culture; decentralize tourism by valuing local practices for the preservation and conservation of cultural heritage; empower local communities to manage their own tourism products; and fighting stereotypes and promoting self-esteem in local communities.
