This Act provides for the principles and procedures for public procurement of goods, services and works in the state of Punjab. The Act applies to all procurements which are met form the government accounts (Sec. 3). The exemptions from application of the Act are mentioned and includes emergency procurement for disaster management (Sec.4). The fundamental principles of public procurement are laid down which must be adhered to by the procuring entities (Sec. 5). The Act further provides for provisions relating to planning of procurement, pre-tendering and tendering process, qualification and registration of bidders, bid evaluation and awarding contracts. The various methods of procurement which may be employed by the procuring entities are laid down (Sec. 27). The state government shall set up and maintain a State Public Procurement Portal accessible to the public for posting matters relating to public procurement (Sec. 43). The Act also makes provisions relating to confidentiality, audit of procuring entities, appeals by bidders, offences and penalties.
