Uttar Pradesh State Action Plan on Climate Change.

The Uttar Pradesh State Action Plan on Climate Change (SAPCC) provides a detailed framework to address the state’s high vulnerability to climate change impact while aligning with India’s National Action Plan on Climate Change (NAPCC). Uttar Pradesh, as the most populous state of India with significant dependence on agriculture and natural resources, faces heightened risks from climate-induced events like erratic monsoons, floods, droughts, heatwaves, and cold waves. The SAPCC outlines sector-specific vulnerabilities and proposes an integrated approach toward climate adaptation and mitigation across key sectors such as agriculture, water resources, forestry, renewable energy, energy efficiency, urban habitat, and health. It identifies seven major missions for climate action: the Sustainable Agriculture Mission, Solar Mission, Energy Efficiency Mission, Green UP Forestry Mission, Jal Mission (water resources), Strategic Knowledge Mission, and Sustainable Habitat Mission. The climate change strategies under the SAPCC focus on adaptation with co-benefits for mitigation. In agriculture sector, the key priorities include establishment of climate change and agriculture cell, vulnerability assessment, promotion of carbon sequestration agricultural practices, use of organic manure, soil management, diversification of crops, and promotion of stress tolerant crop varieties. For the solar and energy efficiency mission, the strategies promote use of solar based systems, solar pumps in agriculture, large-scale solar energy generation, energy conservation building codes and off grid electricity for villages. The forestry mission emphasizes afforestation, biodiversity conservation, agro-forestry expansion, decreasing timber use and dependency on fuelwood, and decreasing the dependency of livestock on forests through green fodder cultivation. The water mission strategies include enhancing water-use and irrigation efficiency, water conservation measures, flood management, groundwater management, promoting rainwater harvesting, and drought monitoring and mitigation. Urban habitat mission urban water supply and solid waste management, storm water management, tree plantation and integrated disease surveillance project. The Strategic Knowledge Mission fosters climate research, knowledge management, capacity building, awareness generation, and monitoring and evaluation, supporting informed decision-making across sectors.
