This Decree establishes the State Programme for Conversion of Environmental Fines (Pecma). The Pecma aims to convert the amounts of fines into services for the conservation, preservation, improvement and recovery of environmental quality and the financing of socio-environmental projects, environmental education and improvement of environmental regulation and inspection. These services cover activities, such as: recovery of degraded areas, essential ecological processes, native vegetation and aquifer recharge areas; protection and management of native flora species and domestic and wild fauna; monitoring of environmental quality indicators; maintenance of public spaces aimed to conserve, protect and recover native flora species or wild fauna and urban green areas intended for the protection of water resources; implementation of actions or provision of materials, goods or services aimed at promoting and improving regulation, inspection and environmental education activities; protection, conservation and recovery of surface and underground water resources, in terms of qualitative, quantitative and ecosystem aspects; implementation, maintenance, expansion and modernization of sewage collection and treatment systems and systems for the appropriate final disposal of urban and rural solid waste; protection and well-being of domestic and wild animals; actions related to the prevention and mitigation of critical hydrometeorological events and the negative effects of climate change, etc.
