This Regulation of Greenland's Self Government establishes binding procedures for developing, approving, and updating sector plans by both the Self-Government and municipalities. Sector plans are long-term strategic documents (10 years) that set out policies, initiatives, and measures within a given sector, framed by an overarching vision and including expected economic and climate impacts. They must contain a formal summary, undergo at least eight weeks of public consultation, and be approved, though approval does not constitute funding. Approved plans are published within eight weeks and updated at least every ten years or sooner if significant changes arise. The Self-Government is required to prepare national sector plans for the following areas: tourism, fisheries (management plans as provided in fisheries law), food production and agriculture, transport (including ports, airports, passenger and freight), housing, energy, water supply, mineral resources, education (including student housing), health, elder care, social services for vulnerable groups (such as children’s homes and disability institutions), and protection of cultural heritage.
