This Recommendation of ICCAT established a Total Allowable Catch (TAC) for southern Atlantic albacore caught south of 5 ∘ N at 28,000 metric tons (t) annually for the period 2023-2026. This increase from the previous TAC of 24,000 t is based on the 2020 Standing Committee on Research and Statistics (SCRS) report indicating the stock is most likely not overfished and overfishing is not occurring , with projections showing an 83% probability of being in the "green quadrant" (healthy stock status) by 2033 at the 28,000 t catch level. The total TAC is divided into specific annual catch limits for various member countries (CPCs) such as Chinese Taipei (10,340 t), South Africa (5,280 t), and Namibia (4,320 t). The recommendation includes mechanisms for the transfer of catch limits between specific CPCs , as well as rules for carrying over underages (up to 25% of the original quota) and deducting over-catches. The measure also requires enhanced catch reporting, mandates specific vessel authorizations for those over 20 meters in length , and sets bycatch limits for non-authorized vessels.
