Styria Biomass Promotion Act (StBFG).

The Act aims to ensure sustainability, environmental protection, and security of supply by supporting electricity generation plants based on solid biomass and waste with high biogenic content in the Steiermark region. It sets definitions for biomass types, the scope of subsidized plants, and exclusion criteria, such as plants using certain fuels or not meeting efficiency standards. Obligations are established for distribution network operators to create biomass balance groups, contract with plant operators, and assign measurement points, while plant operators must provide detailed operational data and achieve at least 60% fuel utilization efficiency. The Act regulates remuneration for electricity produced, including tariffs based on plant size and fuel type, with a subsidy duration of 36 months, and mandates monitoring, verification, and reporting to ensure compliance. It also addresses funding sources, surcharge collection from end consumers, transparency requirements, and penalties for non-compliance, with enforcement overseen by the regional government. The Act consists of 16 Articles.
