This Act establishes the fundamental rights of persons with disabilities in Greenland and obliges the public sector to ensure coordinated, holistic, and rights-based support. It guarantees equality, autonomy, inclusion, and non-discrimination, affirming that persons with disabilities must be able to live in their own homes where possible and have full access to education, employment, participation in society, and all human rights on an equal basis with others. It applies to all persons with disabilities regardless of age and requires that decisions always be made based on the individual’s own situation, needs, and expressed wishes—with special protections for children. The Act assigns municipalities the main responsibility for delivering necessary services and ensuring enough housing and support structures (e.g. care homes, supported living). The national government (Naalakkersuisut) is responsible for specialised 24-hour facilities and a national disability centre, which supports municipalities and offers advanced rehabilitation. It establishes strict procedural rules around assessment, involvement of the individual, time limits, cooperation between authorities, and monitoring. Overall, it is a comprehensive rights-based framework aligned with the UN Convention on the Rights of Persons with Disabilities (CRPD).
