This Norm establishes environmental licensing procedures for the creation of artificial reefs in the Territorial Sea, Exclusive Economic Zone, and Conservation Units established by the Federal Government (except APAs), and other situations that may attract the competence of the Federal Government to issue licenses. Artificial reefs should aim to fulfill clear environmental functions, such as: Creation of substrates for the attachment and reproduction of benthic organisms and attraction of free-living fauna; Conservation or recovery of biodiversity and degraded habitats; Management of fisheries resources, aiming at production, regulation, protection and support for artisanal fishing and aquaculture; Scientific research; Ecotourism and recreational diving.
