The Queensland Biosecurity Strategy 2024–2029 identifies six thematic areas of action that collectively underpin the strategic framework for managing biosecurity risks across the state. The first theme, Collaborative Governance and Leadership, emphasises the importance of inclusive decision-making and coordinated partnerships across jurisdictions and sectors. It seeks to establish governance structures that enable transparent and aligned investment priorities by 2029. The Strategy promotes the development of frameworks and procedures that facilitate stakeholder engagement in system design and oversight. The second theme, Every Queenslander Plays Their Part, focuses on cultivating a shared biosecurity culture. It aims to enhance public understanding of biosecurity responsibilities, particularly the general biosecurity obligation under the Biosecurity Act 2014 (Qld). The Strategy supports education and awareness initiatives to embed biosecurity practices in community and business planning, with the goal of achieving widespread behavioural change and voluntary compliance. The third theme, Empowered to Act, addresses workforce capability and capacity. It calls for the development of a biosecurity training and development framework informed by environmental scanning and skills gap analysis. The Strategy promotes knowledge transfer and professional collaboration to ensure Queensland has a responsive and skilled workforce capable of managing emerging biosecurity threats. The fourth theme, Innovation and Intelligence, seeks to integrate technology, research, and data into biosecurity decision-making. It supports the adoption of fit-for-purpose innovations in areas such as surveillance, diagnostics, and data analytics. The Strategy defines intelligence as the use of shared data sources and modelling to inform risk-based decisions and prioritises environmental scanning to identify emerging threats. The fifth theme, Valuing and Building on Our Investments, focuses on sustainable and transparent funding. It advocates for co-investment models and prioritisation frameworks that assess the value and impact of biosecurity activities. The Strategy aims to establish a long-term funding model by 2029 that supports risk-based resource allocation and system resilience. The sixth theme, Response Effectiveness and Preparedness, addresses Queensland’s capacity to prevent, detect, and respond to biosecurity incidents. It promotes integration with emergency management systems and targeted upskilling of stakeholders. The Strategy highlights the importance of trust, collaboration, and continuous learning to build resilience and support recovery from biosecurity events.
