This policy document is jointly issued by the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, and the National Forestry and Grassland Administration of China. It outlines the implementation guidelines for the third round of the Grassland Ecological Protection Subsidy and Reward Policy during the 14th Five-Year Plan period (2021–2025). The policy will continue to be implemented in 13 provinces and autonomous regions, as well as in the Xinjiang Production and Construction Corps and the Beidahuang Agricultural Reclamation Group. The policy aims to promote ecological protection, improve the livelihoods of herders, and support the sustainable development of grassland animal husbandry through measures such as grazing bans and grass-livestock balance systems. Key objectives include enhancing grassland ecological conditions, transforming livestock production methods, and increasing herders' incomes. The policy maintains continuity with previous rounds by preserving the scope, standards, and target groups. It emphasizes performance management, transparency, and accountability, requiring local governments to establish leadership teams, coordinate across departments, and ensure accurate data management. Financial support will be distributed through direct payment systems, with strict oversight and public disclosure to prevent misuse. The policy also encourages adaptive management, such as transitioning from grazing bans to balanced grazing where ecological recovery permits.
