This Emergency Operation Plan, inspired by the principles of gender-mainstreaming, empowering communities, and capacity building, outlines the legal and operational framework for emergency preparedness and response for Lamu County, in order to ensure coordinated, accountable, and effective emergency preparedness and response to any disaster in the County, in the following six areas: rescue and environment, security, health, humanitarian services, emergency management, essential infrastructure and services. This Emergency Operation Plan provides for achieving the following objectives: establishing a comprehensive multi-agency, multi-jurisdictional and an all hazards framework for the effective management of emergency response in the county, including preparedness activities essential to enable an effective response, training and plans; establishing a resilient system of multiagency coordination and incident command that can be applied at the county and sub-county level; defining key roles and responsibilities for emergency management functions, establishing the conditions under which responders from different levels of government and private or external partners are mobilised, and providing a description of the organisational concepts and structures used to coordinate actions; providing preparedness concepts and principles that can be applied in responding to any hazard and at any level; establishing standardised resource management procedures that enable coordination among different jurisdictions or organisations; ensuring a scalable approach, so it may be used for all emergency incidents; promoting the coordination of different institutional and sectoral response partners and maintenance of effective plans. Concerning targeted actions and measures for each of the six critical functional response areas, this Emergency Operation Plan focuses on: search and rescue operations, environmental protection, and hazard containment; coordination between governmental agencies for the deployment of specialised teams for rescue missions and enforcement of statutory environmental laws guiding oil spill containment, debris management, and wildlife protection during emergencies; mitigating secondary hazards arising from the primary incident to safeguard public health and safety; protection of emergency sites, and prevention of criminal activity during emergencies; ensuring emergency medical response, epidemic control, psychosocial support; improving food security, water and sanitation services, flood and drought management, and protection for affected populations, including vulnerable groups such as women, children, the disabled, and the elderly, with services provided by the county social services and NGOs; restoration and maintenance of critical infrastructure such as water services, transport and communication systems.
