Cabo Verde Nationally Determined Contribution 3.0 (NDC), 2025.

Cabo Verde’s NDC 3.0 reinforces its commitment to the Paris Agreement and the global goal of limiting warming to 1.5°C, positioning climate action as a driver of sustainable development and resilience. As a Small Island Developing State (SIDS) highly vulnerable to climate risks such as droughts, coastal erosion, and water scarcity, Cabo Verde aims to accelerate its transition to a low-carbon, inclusive economy. This updated NDC builds on previous commitments and aligns with the Long-Term Low Emission Development Strategy (LT-LEDS 2050), which sets the country on a trajectory toward carbon neutrality by mid-century. The NDC establishes ambitious mitigation targets: by 2030, Cabo Verde commits to reducing greenhouse gas emissions by 18% below the Business-as-Usual (BAU) scenario unconditionally, and up to 28% with international support; by 2035, reductions reach 18% unconditionally and up to 39% conditionally. These targets will be achieved through six strategic pillars: improving energy efficiency, expanding renewable energy (solar and wind), electrifying transport and introducing sustainable aviation fuels, promoting sustainable waste management, enhancing carbon sinks through afforestation and agroforestry, and phasing down fluorinated gases. Collectively, these measures aim to cut emissions by approximately 528 ktCO₂e by 2035. Adaptation remains a central priority, addressing Cabo Verde’s acute exposure to climate hazards and resource constraints. The NDC outlines six adaptation contributions focused on water security, climate-resilient agriculture and food systems, health protection, ecosystem and biodiversity conservation, resilient infrastructure and human settlements, and the creation of an enabling environment for climate risk management. These measures include expanding renewable-powered desalination, improving wastewater reuse, strengthening early warning systems, restoring coastal and marine ecosystems, and integrating climate resilience into urban planning and disaster risk reduction strategies. To ensure effective implementation, Cabo Verde emphasizes robust governance, transparency, and inclusive participation. The NDC integrates gender equality, youth empowerment, and protection of vulnerable groups into all climate actions, promoting a just transition that leaves no one behind. Financing and technology transfer are critical enablers, with the Strategic Climate Support Mobilisation Plan (PEMAC) guiding resource mobilization from domestic and international sources. Monitoring and reporting will be strengthened through the Enhanced Transparency Framework and Biennial Transparency Reports, ensuring accountability and alignment with national development priorities and the Sustainable Development Goals.
