This National Rural Area Programme serves as a technical framework under the Dutch National Environmental Vision to guide provincial area programmes for sustainable rural land use, emphasising transitions in agriculture, nature restoration, water management, and climate goals amid pressures from intensive land use and climate change. The Vision of the Programme aims at achieving a future where rural land is vital, ecologically resilient, and adapted to water and soil capacities, integrating robust nature, sustainable agriculture, and climate adaptation while improving opportunities for residents and farmers. The Programme prioritises an integral, area-specific approach focused on water and soil as guiding principles, in order to harmonise international obligations on nature, water, and climate, aiming at reducing greenhouse gas emissions by 2030, avoiding trade-offs through multifunctional land use and long-term farmer perspectives. The objectives of the Programme include: fulfilling European Union's nature restoration and conservation targets; achieving level of nitrogen-sensitive Natura 2000 habitats by 2030; meeting water quality standards by 2027; reducing livestock, agricultural and land-use greenhouse gas emissions; increasing peatland rewetting for emissions cuts; strengthening measures for forest expansion, and improving of agroforestry measures; strengthening rural transitions like sustainable circular agriculture. The Programme specifies the following main goals: 1) future development of rural areas focused on water and soil as guiding principle for land use; 2) ensuring that choices are made about supra-regional distribution and quality issues in rural areas, with a long-term perspective; 3) promoting a vibrant rural area where people can live, work, do business, and recreate in a pleasant, healthy, and safe way; 4) increasing intergovernmental cooperation with coherent national efforts for rural areas. The Programme also defines additional and regional objectives for nature conservation, water and soil protection, particularly: concentration of nutrient in groundwater and surface water bodies; compliance with national standards concerning the crop protection products in groundwater and surface water bodies.
