The Lumezi Integrated Development Plan (IDP) 2020–2030 is a strategic framework designed to guide the sustainable development of Lumezi District in alignment with Zambia’s Vision 2030. The plan, developed through a participatory process involving local authorities, government ministries, NGOs, community groups, and residents, aims to foster resilient, self-sustaining economic growth and improved quality of life for all citizens. Anchored on the theme “Building bridges: towards resilient, self-sustaining economic growth and development,” the IDP sets forth a vision of high-quality service delivery, sustainable economic opportunities, and robust infrastructure by 2030. It addresses the district’s critical needs by prioritizing resource optimization, inclusive service provision, investment attraction, and strengthened local governance. The plan comprehensively analyzes Lumezi’s demographic, economic, and environmental context, identifying key sectors such as agriculture, fisheries, livestock, commerce, trade, tourism, energy, health, education, water and sanitation, housing, social protection, forestry, and governance. For each sector, the IDP outlines current challenges—such as inadequate infrastructure, limited access to essential services, and environmental degradation—and proposes targeted solutions, including infrastructure upgrades, capacity building, investment in renewable energy, and community empowerment initiatives. A central feature of the IDP is its emphasis on participatory planning, accountability, and partnership. Citizens are encouraged to engage in the planning, implementation, and monitoring of development initiatives, ensuring that interventions are responsive to local needs and aspirations. The plan also details strategies for resource mobilization, leveraging national funding, donor support, and public-private partnerships to finance development priorities. The Lumezi IDP is structured for periodic review to adapt to evolving circumstances, with a strong focus on transparency, professionalism, and prudent resource management. By linking local projects to national development goals and fostering collaboration among stakeholders, the IDP aspires to transform Lumezi into a region characterized by inclusive growth, environmental stewardship, and enhanced well-being for all residents.
