The purpose of this Law is to regulate, in accordance with international standards, activities in the field of bioenergy development in the direction of production and use of motor and boiler biofuels for the generation of thermal and electrical energy. This Law defines the foundations of legal, economic and organizational relations arising in the process of cultivation (extraction, collection, storage), processing (into liquid, solid and gaseous biofuels) and consumption of non-food biomass, and the production of thermal and electrical energy. The objectives of this Law are: (a) convergence and harmonization of state policy in the field of bioenergy development in the direction of production and use of motor and boiler biofuels for the generation of thermal and electrical energy; (b) improving the structure of supplies of thermal and electrical energy obtained from biomass and organic raw materials, stimulating its production and consumption; and (c) reduction of man-made impact on the environment. The government of a CIS member state determines the priority areas for bioenergy development by territory, taking into account proposals for the development of bioenergy received from local executive bodies of state power. Raw materials grown for the production of motor biofuels (rapeseeds, camelina, sunflower, sugar sorghum and beet, Jerusalem artichoke, etc.) are sold to biofuel producers on a contractual basis, taking into account its market price.
