This Government Decision approves the Regulation on measures for the protection of forests against diseases and pests. The Regulation applies to the entire national forest fund, regardless of ownership, and to other land covered with forest vegetation. It defines key terms such as forest holders, forest diseases and pests, forest protection, silvopathological monitoring and surveillance, sanitary condition, and hygienic sanitary measures. The overall objective is to increase the resistance of forest ecosystems, prevent and limit damage caused by biotic and abiotic harmful factors, and preserve the main functions of forests. The text establishes that the institution responsible for forestry and game management administers forest protection activities, taking into account natural characteristics and functional designation of forests. The Regulation details the organization of forest protection and the functions of the main actors: the central forestry institution, forestry entities, and the public institution for forestry research and planning. It assigns responsibilities for policy implementation, data collection and analysis on sanitary and silvopathological status, planning and execution of protection measures, and methodological assistance. It sets out a structured reporting system, including periodic reports on silvopathological monitoring, annual sanitary status reports, statistical forms, and reports on aerial control measures against forest pests, with precise deadlines. Planning of forest protection activities is based on monitoring data, special silvopathological research, and requests from forest holders, and includes specific plans for aerial protection measures and technically and economically justified projects for control and prophylaxis. Substantive technical chapters regulate sanitary rules in forests, hygienic sanitary measures, sanitary fellings (selective and clear), cleaning of logging sites, and protection of harvested timber against diseases and xylophagous pests. The Regulation prescribes how to assess phytosanitary status using silvopathological transects and categorization of tree health, the conditions and procedures for authorizing sanitary clear fellings, and the prioritization and timing of interventions, especially in stands affected by natural calamities, industrial damage, or mass pest outbreaks. It also regulates the organization of cleaning works, storage and handling of logging residues and timber to reduce fire and pest risks, and mandatory treatments or debarking of contaminated wood. Finally, it establishes obligations of forest holders to comply with the Regulation, to submit annual phytosanitary reports and ensure free access to them and provides that state control of compliance is exercised by the competent environmental authority, with liability determined under separate regulations on compensation for damage caused by forestry law violations.
