National REDD+ Strategy and its Implementation Framework.

This document sets out Pakistan’s National REDD+ (Reducing Emissions from Deforestation and Forest Degradation and the role of conservation, sustainable management of forests and enhancement of forest carbon stocks in developing countries) Strategy and its Implementation Framework, prepared by the Ministry of Climate Change to meet key readiness requirements under the UNFCCC Warsaw Framework on REDD+. It situates REDD+ within Pakistan’s broader climate and forest policy context, noting that forests cover only 5.45% of the national territory yet are central to climate mitigation, biodiversity, watershed protection and rural livelihoods. It defines a national REDD+ vision (“Forests in Pakistan provide ecosystem services and livelihood support on a sustainable basis”), guiding principles, and strategic objectives focused on reducing emissions from deforestation and forest degradation, conserving and enhancing forest carbon stocks, and promoting sustainable forest management and co‑benefits. The document provides a detailed diagnosis of Pakistan’s forestry context, including legal and institutional frameworks, forest classifications and tenure, and international commitments. It identifies and prioritizes direct drivers of deforestation and forest degradation. Underlying demographic, institutional, legal and fiscal causes—such as population pressure, weak governance and law enforcement, lack of land‑use planning, poor sectoral coordination, land tenure disputes, and low valuation of forest ecosystem services—are analysed. Social and gender dimensions, including women’s roles in forest use and their limited participation in decision‑making, are explicitly addressed. On this basis, six field‑level Strategy Options are proposed: (1) restoration, reforestation and afforestation; (2) sustainable forest management; (3) payment for ecosystem services; (4) efficient alternative energy sources; (5) silvopastoral and agroforestry practices; and (6) sustainable tourism and eco‑tourism. Finally, a detailed roadmap lists time‑bound strategic policies and measures—covering sustainable forest management planning, legal and policy reforms, land tenure clarification, institutional capacity building, cross‑sectoral coordination, gender mainstreaming, and financing—from domestic budgets and international sources and bilateral partners.
