Gwembe Integrated Development Plan 2021-2030

This Plan is a framework to guide land use, decision-making, and resource allocation in Gwembe District. The plan establishes a Nodal and Local Endogenous Growth Model, concentrating infrastructure development in the townships of Gwembe, Munyumbwe, Chipepo, and Chisanga, while zoning the district into specific regions for agriculture, fishing, mining, and tourism. Because 95 percent of the district's land falls under customary tenure, the document requires the execution of land-use planning agreements and the preparation of Local Area Plans to regulate land allocation and manage informal settlements. In the agricultural and natural resources sectors, the framework outlines strategies for the adoption of Climate Smart Agriculture, the construction of dams and irrigation schemes, and the establishment of livestock breeding and disease control centers. For fisheries and water management, the plan sets targets for the expansion of piped water systems, the drilling of boreholes, and the development of maritime harbors and aquaculture cooperatives along Lake Kariba. Social infrastructure targets include expanding access to healthcare and education to ensure facilities are available within a 10 km radius for all residents. To manage environmental degradation and climate change, the document proposes the enforcement of the Forest Act and Environmental Management Act to control logging and charcoal production. It establishes operational targets to protect gazetted forest reserves and expand the rural electricity grid using solar and hydropower. The plan concludes with an implementation programme that assigns operational targets, financial budgets, and jurisdictional responsibilities to local and national government agencies across the ten-year period.
