Conservation and Management Measure (CMM 2024-13) of the North Pacific Fisheries Commission establishes a formal Compliance Monitoring Scheme (CMS) under Article 7 of the NPFC Convention to ensure that Members and Cooperating Non-Contracting Parties implement and comply with Convention obligations and NPFC conservation measures. The scheme evaluates flag State performance rather than individual vessels, identifies trends in non-compliance, highlights needs for technical assistance or capacity building, and recommends improvements to obligations where necessary. It sets out an annual, structured assessment process in which Members submit implementation reports, the Secretariat compiles and analyzes compliance information, and the Technical and Compliance Committee prepares a Provisional Compliance Report for Commission review and adoption of a Final Compliance Report by consensus. The measure defines standardized compliance categories and responses, lists specific obligations drawn from various NPFC measures, and establishes confidentiality rules.
