The National Science, Technology, and Innovation Policy is a multisectoral framework designed to realize the vision of a nation where science, technology, and innovation drive competitiveness, wealth creation, and sustainable development by 2030. This Policy updates the 1996 National Policy on Science and Technology, which aimed to harness science and technology to develop environmentally friendly, indigenous technological capacities for sustainable socio-economic growth. The revised Policy strengthens the national science and technology framework, fosters closer collaboration between research and development initiatives and key economic sectors, and integrates innovation, an element largely absent from the 1996 Policy. This Policy aims to achieve the following objectives (i) strengthen the policy, legal, institutional and operational framework of the science, technology and innovation system; (ii) strengthen and build the human resource capacity in Science, Technology and Innovation; (iii) strengthen the commercialisation, transfer and diffusion of technologies; (iv) exploit Indigenous Knowledge System (IKS) for national development; (v) improve investment and funding to STI; (vi) ensure quality assurance in science, technology and innovation; (vii) promote science, technology and innovation. The institutional arrangement to facilitate implementation of this policy will be at four (4) levels. The first level is Cabinet to provide overall policy direction on STI. On the second level, there will be line ministries led by the Ministry responsible for science and technology. The level will constitute Government agencies that will be carrying out specialised technical function while the forth level is that of the actual implementation of activities and this level will constitute the research institutions, universities and R&D support centres.
