This National Decree, implementing provisions of the National Ordinance on Public Procurement, 2019, establishes new rules and procedures for public procurement related to government contracts for works, supplies, and services in Aruba. The Decree aims at ensuring transparent, fair, and lawful procurement by government entities in Aruba; defining clear eligibility, publication, and awarding procedures; promoting competition while preventing exclusion without valid cause: aligning with international agreements on government procurement. The Decree covers the following matters: framework agreement; estimation of financial value of a project; specific publication requirements for procurement announcements; procedural matters; qualification and selection of tenderers; independent certification demonstrating compliance with specified quality standards; dispute resolution mechanism; direct awarding procedure.
