Executive Decree No. 711/25 approving the Regulations for the Implementation of the Youth and Good Job Opportunities Programme (JOBE-Angola).

This Executive Decree aims to approve and establish the regulatory framework for implementing the Youth and Good Job Opportunities Programme (JOBE‑Angola”), designed to enhance youth employment, productivity, income generation, and professional experience across Angola. It outlines the programme’s scope, which includes financing community initiatives to generate direct employment, supporting entrepreneurship, promoting vocational rehabilitation, and facilitating access to professional internships. These measures stem from the government’s commitments set out in the National Employment Agenda and national development guidelines, and seek to create structured, sustainable pathways for young people and vulnerable groups to enter the labour market. The Decree also aims to define the governance, operational mechanisms, responsibilities, and principles guiding the JOBE‑Angola programme. It establishes a three‑tier governance model—political‑strategic, technical‑operational, and local execution—and details duties for public entities, private partners, and beneficiaries. The Decree promotes principles such as legality, equality, transparency, cooperation, and sustainability, while also setting criteria for access, rights and duties of beneficiaries, mechanisms for monitoring and evaluation, and provisions for financial management.
