This Law establishes the State Irrigation Programme (PROEI) and the State Policy for Irrigated Agriculture in Mato Grosso, with the overarching objective of promoting a structured, sustainable, and productivity‑enhancing irrigation strategy across the state. The law aims to expand the production of basic food crops and plant‑based raw materials, increase agricultural productivity through irrigation and drainage, and generate employment opportunities in rural areas. It also seeks to reduce climatic risks, optimize input use, support collective irrigation infrastructure projects, stimulate producer organization through associations and cooperatives, and promote agricultural research and technological development—covering areas such as macrodrenage, rural electrification, canal construction, irrigation project design, and dam building. In addition, the law creates a comprehensive governance and regulatory framework for irrigated agriculture, emphasizing sustainable water use, environmental protection, and the integration of irrigation policy with water resources, environmental, energy, and rural development policies. Its objectives include expanding irrigated areas, improving water management efficiency, fostering precision‑agriculture technologies, and developing regional irrigation hubs. The law also mandates environmental licensing when applicable, defines instruments such as action plans, projects, information systems, and fiscal incentives, and establishes procedures for water‑use permits and regularization.
