The present Regulation supplements the national CBAM law by specifying how the EU Carbon Border Adjustment Mechanism is implemented in practice. It designates the Swedish Environmental Protection Agency (Naturvårdsverket) as the competent authority responsible for administering the system, including decisions on approved CBAM declarants, and requires other authorities to share relevant information with it. The ordinance also assigns responsibility for verifying emissions data and accrediting verifiers, outlines procedural rules for sanctions (including the right to be heard before penalties are imposed), and clarifies that fines are to be paid to the competent authority.
