This Ordinance establishes the procedural and methodological requirements for assessing environmental impacts within Austria’s results-oriented impact assessment framework under § 17 of the Federal Budget Act 2013 (BHG 2013), applying to regulatory proposals and projects of extraordinary financial significance. It introduces a two-stage assessment system consisting of a simplified screening process and a detailed evaluation of potentially significant environmental effects across areas such as air, water, ecosystems, soil, energy use, and waste generation. The detailed assessment requires analysis of emissions, water quality and quantity impacts, habitat and protected-area effects, landscape fragmentation, energy consumption, and hazardous and non-hazardous waste outputs.
