This Law establishes the State Programme for the Recovery of Environmental Credits and Fines (Recam) in Rondônia, with the primary objective of facilitating the regularization and recovery of non‑tax environmental debts arising from environmental infractions. It aims to promote the settlement of outstanding liabilities—whether administrative or judicial—through negotiated solutions, thereby reducing litigation, increasing administrative efficiency, and improving the State’s capacity to recover environmental credits. The programme also seeks to balance environmental enforcement with economic considerations, allowing individuals and companies to regularize their situation while preserving business activity, employment, and the social function of enterprises. In addition, the law aims to enhance compliance, incentivize timely payment, and support sustainable environmental management by offering financial incentives such as reductions in principal amounts, interest, and penalties for both lump‑sum and installment payments. It establishes mechanisms for adhesion to the programme, including formal acknowledgment of debt, suspension of related proceedings, and structured repayment conditions, while ensuring that enforcement measures remain available in case of default.
