National Action Plan on Antimicrobial Resistance Control 2025 - 2029

The general purpose of this National Action Plan is to provide structural policy direction for the planning and execution of antimicrobial resistance (AMR) control in Indonesia for the 2025–2029 period. Operating under a multi-sectoral One Health approach, the instrument explicitly aims to strengthen systematic communication, institutional coordination, and programmatic collaboration among diverse stakeholders at both national and sub-national levels. The overarching strategic objective focuses on mitigating and reducing the risk of the emergence and spread of drug-resistant bacteria across interconnected health, agricultural, and ecological domains To fulfill these objectives, the plan outlines five core operational strategies: enhancing antimicrobial stewardship across sectors, strengthening data-driven surveillance systems, reducing the incidence of infections, optimizing supervision and regulatory enforcement through standard enforcement and sanctions, and increasing multi-helix investment and coordination. The scope of application covers human clinical health, animal health (including livestock and commercial poultry), aquaculture and food products of animal origin, plant production, and environmental health parameters. Explicit target indicators are established for 2029, which include a reduction of Extended Spectrum Beta-Lactamase (ESBL)-producing E. coli bacteria in humans to 52%, in animals to 31%, and in aquaculture and surface water environments to 20%. Implementation is governed by a dedicated Antimicrobial Resistance Control Task Force, composed of a Steering Team chaired by the Coordinating Minister for Human Development and Cultural Affairs (CMHDCA) and an Implementing Team consisting of echelon I officials from relevant ministries, including the Ministries of Health, Agriculture, Marine Affairs and Fisheries, and Environment. For operational execution, the structure institutes five specialized working groups corresponding to each core strategy. Monitoring and evaluation procedures are structured around input, process, output, outcome, and long-term impact indicators, requiring quantitative data collection, regular progress reporting, and task force status reviews conducted at least twice a year
