Complementary Law No. 763 creating the State Fund for Animal Health.

This Law establishes the State Fund for Animal Health (FDS), with the main objective of strengthening animal health policies in the Federal District. The fund is designed to support the control and eradication of infectious animal diseases by providing financial mechanisms for compensating livestock owners whose animals are subject to sanitary slaughter, as well as by financing activities related to surveillance, inspection, and sanitary education. In this way, the law aims to protect animal health, safeguard agricultural production systems, and mitigate the economic impacts of disease outbreaks on producers, particularly within the framework of official sanitary control programmes. In addition, the law establishes the institutional and financial framework necessary to manage and implement these objectives. It defines funding sources (including public budget allocations, agreements, transfers, and fees), creates a multi‑stakeholder administrative council responsible for supervising the fund, and sets rules for resource allocation and beneficiary eligibility. The framework emphasizes coordinated governance, transparency, and accountability in the use of resources, while prioritizing compensation to affected producers and supporting broader sanitary measures such as monitoring, epidemiological control, and awareness‑raising activities. Through these mechanisms, the law promotes a structured and sustainable system for animal health protection and risk management in the Federal District.
