National Zoonoses Prevention and Control Plan (2022–2030).

This National Zoonoses Prevention and Control Plan (2022–2030) is a sectoral policy document issued by the Ministry of Agriculture and Rural Affairs of China in accordance with the Animal Epidemic Prevention Law, the Infectious Disease Prevention and Control Law, the Entry and Exit Animal and Plant Quarantine Law, and the Biosecurity Law. It frames zoonoses prevention as integral to livestock production safety, public health and national biosafety. The objective is to strengthen source prevention and control, implement a One Health-oriented approach, and improve institutional, legal and technical capacities to manage major zoonotic threats. The Plan identifies priority zoonotic diseases, including highly pathogenic avian influenza, brucellosis, bovine tuberculosis, rabies, anthrax, echinococcosis, schistosomiasis, and glanders, while also addressing other endemic and emerging diseases and risks from foreign animal diseases. It establishes disease-specific control targets and sets measurable targets for 2025 and 2030. Key measures include compulsory immunization campaigns, surveillance and antibody monitoring, regionalized management and establishment of disease-free zones, strengthened quarantine and market access controls, controls on animal movement and traceability, targeted public health measures (vaccination of dogs, deworming and registration), emergency preparedness and response arrangements, and promotion of livestock biosecurity, slaughterhouse controls and safe disposal of carcasses. The Plan also provides measures on research, diagnostic and vaccine development, construction of monitoring laboratories, adoption of digital smart surveillance and traceability systems, public awareness, veterinary services, and coordination among agricultural, health, customs, and forestry authorities.
