The Decision establishes general requirements governing laboratory biosafety, biosecurity, chemical and radiation safety systems applicable to organizations carrying out laboratory activities under the authority of designated state bodies. It defines key concepts related to biosafety, biosecurity, chemical safety and radiation safety, and regulates the organization of these systems, including the designation of responsible persons, the adoption of internal procedures and manuals, and the documentation of laboratory processes. It requires the implementation of risk assessment, the development of emergency response measures, and the establishment of continuous training programs and medical surveillance for personnel. It lays down operational and technical requirements for laboratories, including the safe handling, storage and use of biological, chemical and radioactive materials, and the application of appropriate protective measures and equipment. It provides for the development of specific programs such as infection control, chemical safety and radiation safety, as well as procedures for waste management, monitoring and security of hazardous materials. It also regulates infrastructure and operational conditions, including ventilation, utilities, and physical protection systems, and requires organizations to adopt standard operating procedures, establish safety committees, and conduct regular training and inspections to ensure compliance with safety requirements.
