This Climate Change Action Plan, implementing the provisions of the County Climate Change Act no. 4 of 2022, guides climate change actions and investments for the period 2023-2027, in order to deal with various climatic hazards of the County, including floods and droughts, whose impacts are felt across all the productive sectors of the County’s economy including agriculture, water, forestry, fisheries and livestock. The impacts of climatic hazards include: damage to crops in the fields, outbreak of crop and livestock pests and diseases, destruction of fish breeding grounds; destruction of water and sanitation infrastructure; and increased incidences of waterborne diseases. The Action Plan also analyses the climate change's impacts on the most vulnerable group of people, including women, children, people with disabilities and marginalised communities, and thus describes how to build their adaptive capacity to the impacts of climate change. This Action Plan describes the participatory climate risk assessment and categorises the required actions into six major priority areas of action with specific strategic objectives and key performance indicators: 1) water, fisheries and blue economy; 2) environment and forestry; 3) food and nutrition security; 4) disaster risk management; 5) energy, transport and manufacturing; 6) health sanitation and human settlements. The strategic objectives of these priority areas are: enhancing resilience of the water sector by ensuring access to, and efficient use of water for agriculture, domestic, recreation and other uses; enhancing environmental protection and increasing the County’s tree and forest cover; increasing food security and agricultural productivity in the County; reducing risks to communities and infrastructure resulting from climate-related disasters such as droughts and floods; enhancing access to and use of renewable energy sources and technologies; improving use of energy efficient modes of transport; enhancing energy and water efficiency in the manufacturing sector; mainstreaming climate change adaptation into the health sector and increase the resilience of human settlements to the impacts of climate change; increasing access to and supply of water; improving the development of aquaculture; promoting agroforestry.
